Since an immigration reform law originally took effect on April 12th, 2014, Turkish authorities have been working to clarify the law’s requirements. Although requirements may vary across all local police stations, the following documents are generally expected of dependent residence permit applicants:
- Background Clearances: A police clearance certificate for the principal applicant indicating no history of family violence crimes in the five years prior to the date of application. Although it seems that local police stations are currently only requesting clearance from Turkey (despite the length of time that the principal applicant has been in Turkey), local police stations are expected to soon require clearances from all jurisdictions in which the principal has resided in the past five years.
- Proof of Accommodations: A notarized copy of the lease agreement for the principal’s place of residence in the principal’s name. Additionally, the principal must provide the residence’s Deed of Trust or a Municipality Address Registration document (Belediye Numartaj Kayiti). If the principal applicant is accompanied by an unmarried partner or an adult dependent child, a lease that references these members will be required.
- Proof of Medical Insurance: For every dependent applicant either of the following is required: proof of registration in Turkey’s national health system or proof of private medical coverage from a Turkish entity, which may be proven by an official insurance letter that includes details of the medical coverage. Currently, local police stations are not accepting international medical insurance policies if there is no local entity, but this may change in the future.
- Proof of Sufficient Financial Support: The principal applicant must submit a payroll record that is signed and sealed by a signature authority from the principal’s employer. This may be from the Turkish or overseas entity.
As a result of this reform law, foreign workers and employers should plan in advance to collate the necessary documents.
