Effective August 28, 2017, Canadian employers who want to hire workers through the Temporary Foreign Worker Program (TFWP) will be required to use the new Job Match service when advertising a position on Job Bank, before they can apply for a Labour Market Impact Assessment (LMIA).


What is Job Match?


The Job Match service will allow Employers to see anonymous profiles of registered job seekers which correspond to the skills and requirements outlined in their job posting. Each match will be rated using a star system of one to five stars. The more stars received by the match, the greater the compatibility between the advertised position and the anonymous job seeker.


When seeking to fill a high-wage position, the employer is required to invite all job seekers matched within the first 30 days of your job advertisement to apply for the position if they are rated four stars or more.


If seeking to fill a low-wage position, the employer must invite all job seekers if the match is rated two stars or more.


What is an LMIA?


Employers seeking to hire temporary foreign workers through the Temporary Foreign Worker Program (TFWP), rather than the International Mobility Program (IMP) must obtain a Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC), verifying that there is a need for the temporary worker and that no Canadians are available to do the job.


Before applying for an LMIA, an employer must conduct at least three different recruitment activities, including advertising on Government of Canada’s Job Bank.
